State’s Commonwealth Choice Medical Plans

Most Massachusetts residents age 18 or older must have health insurance or pay tax penalties. Commonwealth Choice is high quality, brand-name health insurance for the state’s Health Connector. The following insurers are Blue Cross Blue Shield of Massachusetts, Fallon Community Health Plan, Harvard Pilgrim Health Care, Health New England, Neighborhood Health Plan and Tufts Health Plan. You may be eligible to pay for a Commonwealth Choice plan through your paycheck, before taxes are taken out resulting in a 40% savings. Newly hired employees may go online to enroll during the eligibility period within 30 days of hire, use the Employer ID# 149683 and compare in the “Employees” area at MA HealthConnector or call Commonwealth Choice at 1-877-MA-ENROLL (1-877-623-6765), Monday - Friday, 8am-6pm. The TTY number for hearing or speech-impaired callers is 1-888-213-8163. Once enrolled, coverage cannot be cancelled until Open Enrollment or due to a qualifying event. Annually, during Open Enrollment (July 1 – July 31st), employees currently enrolled in Commonwealth Choice are given an opportunity to change their plan.

Commonwealth’s SMART Plan - OBRA
Part-time, non-benefited employees of BCC are required to participate in the Commonwealth of Massachusetts alternative retirement plan, the federal Omnibus Budget Reconciliation Act of 1990 (OBRA), through pre-tax payroll deductions. Each pay period, 7.5% of an employee’s gross compensation will be invested in the Income Fund. The Plan is an alternative to Social Security coverage. The following employees are exempt, and therefore are not required to contribute to OBRA:

Active benefited full-time or part-time employees enrolled in the Massachusetts State Retirement System or Optional Retirement Program; retirees of the Massachusetts State Retirement System or Optional Retirement Program; and/or full-time students enrolled in six or more credits.

Other Savings Plans

Tax Sheltered Annuity (TSA) 403(b)
Employees may contribute to tax sheltered annuities through various vendors approved by the Commonwealth of Massachusetts. Please contact Human Resources for complete list of approved providers. For more detailed information, please visit the Mass. Dept. of Higher Education web site at

EE Series Savings Bonds are available for purchase through bi-weekly payroll deduction in values of $100, $200, $500, and/or $1000. Forms are available through the Payroll office.

Massachusetts State Employee Credit Union is available for employees to contribute through payroll deductions or through the credit union at the Massachusetts State Employee Credit Union.

U. Plan is a 529 Plan - Prepaid Tuition Program that allows employees to save for college through payroll deductions to a choice of 80 Massachusetts colleges and universities For more information on the 529 plan please visit UFund

Part-time Non-benefited Unit Professionals accrue All Purpose Leave.

Categorical Waiver and/or State Tuition Remission

Part-time non-benefited employees are not eligible for Tuition Remission unless they meet the criteria for the specific groups listed below. More information and forms on categorical or state tuition waivers are located in the Commonwealth Center Building (G) at the Fall River Campus.
